Member provisioning

粘胶短纤的一个llows the user to provision or pre-configure any member before the member is physically added to the stack. Provisioning the member allows the user to complete the required configuration as if the member is present in the stack. When the member eventually joins the stack, it will boot up with the configuration made on the pre-provisioned interfaces.
